Ann Lugbill is a leader in successfully prosecuting procurement fraud False Claims Act cases, including bid rigging, General Service Administration (GSA) Federal Supply Schedule "best pricing" cases, and defective products cases both in the Department of Defense and civilian agencies such as the Department of Health and Human Services (HHS).
